best way to bend 4130 strap?

I am going to make some fittings like in the first picture that wrap around tubing to bolt seatbelts to. I just got some 1" .063 4130 to do it with. What is the easiest way to make something like this? Main question is should I heat the 4130 or bend it cold? Should I just make a little jig with pins the size of the tubing and wrap it around? I am sure this is easy, just trying to find the best way before I screw up all my steel :)
