Double Covering???

Hi all. Just wondering if anyone has experience with double covering? I read on an IAC newsletter that a builder of an S1-T is double covering his wings instead of using tapes. Has anyone heard of doing this? I don't think I've ever seen this on the AC43.13 book. Sounds like the first layer goes on, rib stitched, then a second layer just doped on?? Not sure if I follow.
