Fuel On Bottom of Airplane

Is it normal to have some fuel on the bottom of the airplane after flying?
Does it come out the overflow vent for the first gallon or so if you fill it up?
Found a small leak in the fuel shutoff valve but that does not explain the fuel on the bottom.
