Fuel Pressure Wobble Pump

So, I have no experience with the PS-5C. I am using a wobble pump. On all other fuel systems I use the wobble pump to bring pressure gauge to say 10 psi for engine start. Once pressure is established with wobble pump it stays at that pressure.

Ok, now, on my current deal I use wobble pump to bring up pressure but it immediately bleeds off when I stop pumping.

No fuel leaks.... Don't know why pressure is dropping off.

Any ideas?
