Gear Issue and Bungees

While attempting to change the bungees today we noticed that the right gear was slightly ahead of the cross member where the gear rests against the bump stop.I am going to find a local guy that knows the Skybolt well but thought I'd see if anybody here has any ideas as to what the problem is.Here are the pics...
