heavy left wing

I have a S 1c that I recently finished and the left wing is heavy, have to hold right right aileron to maintain level flight. Any suggestions ? I tried putting a spacer in between the I strut and the trailing edge of the bottom wing trailing edge and even added a little down left aileron but still flies with heavy left wing . Help..
