How much play in the tail wheel bracket ?

Per the plans bracket... I have about 1/4" space above the three leaf springs when they are in the bracket. Should the top of the bracket (that you nest the leaf springs in) be flush with the three leaf spring so that when you bolt them to the fuselage they are tight up against the frame or should I leave that 1/4" space for them to move around ?

I would think that the leaf springs should be tight against the frame.
