Laying out Panel Outer radii

I was thinking about making a new instrument panel blank and thought I might layout an MDF buck from plans.

The outer radius is show as 21+ inches at the top center of the panel and then 9 1/2 inches on the sides.

I assume to set the 21 inch radius, I would set my compass on the dead center of the panel (extending the line down 21 inches from the top, and draw arcs left and right.

It is unclear to me where I put the radius point for the 9 1/2 radius and where to start the arc.

I realize that more sophisticated people can use CAD, but there must be a way to lay this out from plans. I will apologize in advance if this is a dumb question.
