Moving a hole center

I need to move a hole that is misdrilled. The hole C/L needs to move .030. The current hole dia is #30, my finished and relocated hole final diameter will be .1875 so I have enough material to do it and the hole will clean up. Just don't know how to do it. The material is AL plate, .50 thick. I have looked at center drills as an option, but I need someone with a machining background to advise. Trying to do it on a drill press but I have access to a mill if necessary.
