Need help with electrical issues

Any help with the below questions would be greatly appreciated

1)is there any particular rpm folks like to set their voltage regulator used on the SD-8 to start regulating the voltage. I.e. The sd-8 hits 13.8V at 2100 rpm and holds it there from 2100 and beyond.

2) is 13.8 where it should be set to ? I seem to remember something I read that said they are set at 13.8 at the factory.

3) potentially more complicated issue. if I turn off the battery and run the alternator only I can hear thru the radio just fine, but if I key the mic all I get is a clicking sound and I notice the needle on my voltage gauge jumps wildly.
I have a filter kit from B&C that includes the large blue capacitor I figured this might help with the jumping voltage, but not really the radio issue?



When it comes to electrics I'm outa my league.
