pitts 3rd flying wire

I have a pitts s1-e with a 3rd flying wire installed. My question is how do I tension it? I am using the aviat s1s manual. I started with the normal wires at proper tension and rigging. Then when I tension the 3rd wire set the landing wires are too tight. Of course. When you pull down with 4 wires and up with 2, the tension will not be the same.
1st I tried the landing wires at 650 and the flying wires were looser 450. The plane sang me a pretty song. So I went to 600 on the flying wires and ended up at 725 on the landing wires. Too loose on the flying and too tight on the landing. Any better ideas?
