Question about a Starduster Project for sale

Hi,

There is an old Starduster Project for sale close to my country (France in Europe) and I have some questions about the quality of the structure. Before I organize a visite I need some advices:

1) the rust on the fuselage and other steel parts is it a problem? could be cleaned by sandblasting? or through an other process?
2) assuming that the welds are of good quality, is there a risk on long term?
3) How could be threated the inside of the tubing
4) what could be the price of a project like that (please see the pictures)? Fuselage welded, empenage done, 4 wings done, landing gear with breacks, fuel tanks.
