Rigging With Washers

Working on getting the S-1C fully rigged.

I got the wires up to about 500#'s and went for a test flight. The right wing is heavy and the plane rolls right with the stick centered, ailerons centered, hands off.

The incidence measurements are as follows:
-Upper wing is straight all the way across
-Lower right wing is straight
-Lower left wing has some wash in (the tip of the wing has about 2/3 of a degree more incidence than the root)

All of that seems to make sense with the rolling right issue.

The I strut on the left side, as is, has no spacing washers on the bottom end, but 3 on the top rear side of the strut. Should I remove the top rear washers and add one or two to the front bottom of the strut to reduce the incidence issue?

Just making sure I'm on the right track. I am new to the airplane, so I have no background on why the last person has washers in their current location.
