rust on part finised project

Q.1- I have recently bought a part finished sybolt project started in the early seventies. The fuselage is mainly completed but is covered in light rust. I had intended buffing most of the rust off then nutralise the rust with a chemical rust killer before priming.... my only concern is that the chemical may have a long term effect on the 4130. Has anyone had experience with this and any advise on safe product. (I did not want to sand blast because of the residual sand/grit/beads.)
