Spruce. Best choice for spars

In the EAA wood book , i can read that for spars,the spruce must have from 10 to 20 rings per inch with a minimum of 6 acceptable,and a large number of rings gives a higher density but the spruce can be brashy and brittle.
So what could be the best choice. Near 10 rings per inch or near 20 rings per inch ?
