What to do with a hole drilled in control stick

Hi All, this is my first real post here, but I have been lurking and learning for a few months. Thanks to all for all the knowledge and tips I have tried to absorb.

I purchased a S-1c project of unknown origin and age, wings and basic fuselage. I got around to the controls the other day and found a hole drilled near the base of the stick. Question is make a new stick or can I weld up that hole (or patch)?

On another note, this has the 6 bay 2 hinge ailerons. I have a copy of Steens plans which show 3 hinges. Do I keep it as it is or add a hinge (would not be able to center an added hinge between the existing hinges due to ribs). This is my first build and while I am not planning hard aerobatics I would like to be safe.
