M14fuel problem

Hey, I'm new to the forum, I Have a model 12 that I just installed a factory overhauled M14, I have only ground run it because at shut down it dumps a 1/2 cup of fuel out of the carberator. Also when I open the intake drain, raw fuel pours out of there as well. My first instinct was carberator so installed the carb off my other engine and no change. I'm wondering if anyone has experienced this before.
