pitts wires and tail wheel

So I went through the previous blogs on this issue and still have not found adefinite answer. I do not have access to a tensionometer so the question is on the flying/landing and tail wires on the pitts s1sis the 1/2" deflection vs ? pound pull accurate for the wire specs of the plans? If so what are those pound pulls if using a fish scale type device? My next question is I ordered my tail wheel post from raven and the tail wheel from spruce (decided against the haigh style) the potential problem is once assembled the vertical tail wheel post is not vertical, its at a slight angle aft. To fix it would require putting a second bend on the spring steel. Is this necessary? I have it assembled on the plane so far but have not flown it yet.
