API tailwheel won't unlock

So, after breaking chains on both sides, we now have a tailwheel that won't unlock, either when taxiing or by hand with the tail tow bar.

Apparently API is essentially out of business, no parts.

Does anyone have a suggestion moving forward? We're gonna try to repair the internals, but if that fails, what are people using on the Eagle?
