Off heading on hammers

In my S-1C, I'm completely stumped on this maneuver. Using a long straight road I cross perpendicular at 160 indicated and pull to a vertical using the site device. As the speed decays and the string starts to dance, I kick close to full left rudder, almost full right stick and then full forward stick. The nose comes around nicely to a vertical downline but always about 20° left of the road, (off heading). I’ve tried every combination of more or less inputs with no success. Any ideas appreciated.
